3. THE CEO INITIATIVES TO COLLECT AND ANALYZE USER
REQUIREMENTS FOR EARTH OBSERVATION
program financially supported the population of the Demo case database
in 1996. Two “Requests for Proposals” resulted in 136 cases. Since April
97, the population of the database is not funded anymore. Thirty-nine new
cases have been submitted, some of which are still under review.
2. A general EO Demonstration non-moderated database complements the
previous database, to give a more general picture. It has been obtained
through a search on the Internet and it provides examples of Earth
Observation applications currently available on other servers. INFEO
currently provides a wide variety of links to EO examples in remote
sensing. This database is also structured by keyword.

Additional assessment of the requirements from the
Directorates General of the EC
This action was initiated in June 1997 to rationalize and co-ordinate the
increasing volume of information that relate to the usage of EO data and
derived products in policies and programs of interest for the European
Commission. In particular, it is the intention of this action to synthesize the
requirements for information deduced from policy and legislature documents
generated in the frame of the EC competencies and subsequently to
understand how these requirements (or part of them) could be fulfilled by
Earth Observation. The final step is to propose and possibly implement a
methodology to satisfy the EC services.
The following themes related to EU policies are being analyzed:
the European Spatial Development Perspective (ESDP) which deals
about the long-term trend of the economic, social and spatial
developments of the EU which have a territorial impact;
the EC regulation on European Regional Development Fund (ERDF);
the Spatial/Ecological Assessment of the Trans European Network (SEA
of the TEN) in the transport field aims at assessing the impact of multimodal transport;
the cooperation programs with South-Asia Countries promoted by DG
IB External Relations to promote sustainable development;
the Dobris report on the state of the Environment in Europe;
the EC fishery policies (DG XIV);
the MEDA program promoted by DG I and DG III for the Mediterranean
region.
The requirements raising from the above mentioned issues are currently
being assessed and the synthesis will be completed by end December 1997.
In few cases, such as for the ESDP and ERDF, the interactions with the
relevant DG is resulting extremely positive and constructive and could
