• The spatial resolution
According to the idea of collecting data on the available format, the spatial
resolution in CORINAIR is not a grid system but the administrative territorial unit
system. The lowest level chosen is the NUTS level 3 or equivalent area (in France
the NUTS level 3 relates to a Department).
• Specifications for Large Point Sources (LPS)
The large and localized pollutant emitters are inventoried individually in the
CORINAIR system. Criteria for considering localized emitter as a point source in
CORINAIR are given in Annex 3.
3 CORINAIR SYSTEM
3.1 CORINAIR "Tool Box"
The different components of the CORINAIR tool box for achieving a CORINAIR
inventory are :
• nomenclatures and inventory specifications
• the handbook of default emission factors
• the CORINAIR software (and manual) for data input and emission
calculation
• the COPERT software module (and manual) for detailed methodology
on road traffic activities.
This "tool box" was distributed to all national CORINAIR experts, generally during
training sessions.
3.2 CORINAIR organization
Under the supervision of DG XI EEA - Task Force, the different technical groups
of the CORINAIR organization are structured as follows:
• the CORINAIR Technical Unit (less than ten persons including a
representative of DG XI EEA - Task force) is in charge of methodology
and general technical problems,
• the Project Leader team (CITEPA) is in charge of "Tool Box"
development, assistance to national experts and checking/validation of
national inventories,
Working Groups covering specific sources/pollutant questions
(stationary NOx, stationary VOC, mobile sources, natural VOC,
ammonia) for improvement of knowledge in difficult topics,
• the CORINAIR Expert Group including all national experts and experts
from international organizations interested in the CORINAIR
programme.
