and the UK. Especially in India, Ethiopia, and China the expected value for PGRFA
conservation is assessed as being very high. They are also taking a leading role in
the negotiations for the internalization of or the compensation for the maintenance
of PGRFA in their countries.

On the contrary, however, there are countries, resource-poor as well as resourcerich, which do not spend very much for the conservation efforts in relation to their
average income. Genetic resource-poor countries with low financial commitment
are mainly countries with few or no activities in the breeding and seed industry. On
the other hand, a country like Pakistan does not invest much for a conservation
program in spite of being genetically resource-rich.
Except for some countries, like the USA, Canada, and Japan, with good national
conservation systems, but low public commitment in the further steps of processing
the genetically coded information leading to plant breeding, the countries are
