The Environmental Control and Monitoring Programme
The Danish and Swedish authorities have defined a number of criteria for the accepted
impact on the environment in 0resund and in the Baltic Sea [Ref. 5-10]. The construction of the Fixed Link must not change the water flow through 0resund, i.e. the salt and
oxygen transport to the Baltic Sea must not be changed. Further the sediment spill from
the construction works must not exceed 5% of the total dredged amount of approximately 7 million m 3 • Criteria have also been set up for water quality referring to nutrients,
waste water, heavy metals, oxygen consumption, bathing water and for benthic fauna
and vegetation referring to fish spawning and nursery grounds, breeding, resting and
migrating birds, just to mention some of the criteria. An extensive control and monitoring
programme is carried out in order to ensure that the environmental criteria are met.
The monitoring programme is primarily intended to record the state of the environment and forms the basis for counter measures if a construction activity has an effect
which goes beyond what is expected. Following completion of construction, the monitoring programme is intended to record whether the temporary effects on the water
environment decrease as assumed.
The responsibility for implementation of monitoring and control in connection with
the construction work is divided between the contractors (spillage monitoring),
0resundskonsortiet (feedback monitoring for quick responses to environmental
changes), and the Danish and Swedish authorities (monitoring of general effects). The
authorities' monitoring programme is implemented by the Danish and Swedish environmental authorities with a view to investigating the long-term changes and to evaluating whether the observed effects during and after the construction work lie within
the frameworks of the expected effects set out in the environmental impact analysis.
Thus the monitoring period comprises the period until the completion of the construction work, but may be prolonged in order to document fulfilment of criteria on environmental re-establishment. The programme includes monitoring in the following subprogrammes:
• Water quality
• Benthic vegetation and benthic fauna
• Fish
• Birds
• Beaches and coasts
This chapter presents the structure of the authorities' environmental monitoring
and control programme The results from the monitoring programme are described and
evaluated in annual progress reports for each of the sub-programmes [Ref. 11-16], as
well as in the semi-annual progress reports mentioned above (see Sect. 7.1).
