The Control and Steering Group for the 0resund Fixed Link (KSO)
In 1991 the Danish and Swedish governments agreed on constructing a fixed link across
0resund between Copenhagen and Malmo. The Fixed Link consists of a combined twin
track railway and a four-lane motorway. Travelling from Denmark to Sweden, the fixed
Link's key elements are an artificial peninsula, an immersed tunnel under the Drogden
navigation channel, an artificial island south of Saltholm and a bridge over the
Flintriinnan navigation channel. The construction works began in 1995 and the Fixed
Link is expected to be completed in 2000.
Mter signing of the agreement between Denmark and Sweden the Fixed Link project
has been subject to approvals in accordance with the legislation of the two countries.
By direction of the Swedish government, the Swedish Environmental Protection
Agency (EPA), the County Administrative Board of Malmo (of Skane since 1 January
1997) and the Department of Environmental and Public Health Protection of Malmo
formed a Control and Steering Group for the 0resund Fixed Link (KSO) in September
1994 in order to co-ordinate the environmental supervision.
The Swedish Environmental Protection Agency is the central supervisory authority
according to the Swedish Environment Protection Act. Together with the County Administrative Board it is also appointed to superintend the construction works according to the Swedish Water Act. The Department of Environmental and Public Health
Protection of Malmo superintends the construction works according to the Environment Protection Act.
The main tasks of the Control and Steering Group are to:
• Co-ordinate the supervision of the Swedish authorities in connection with the construction of the Swedish part of the 0resund Fixed Link
• Act as co-ordinator between the supervision of the Danish and the Swedish authorities
• Act as the designer and implementator of a control progranIille for the whole 0resund
Fixed Link
• Supervise the environmental control and monitoring programme and act as co-ordinatoi of the information from the programme.
In July 1995 the Swedish Water Rights Court gave its fmal approval for the construction of the 0resund Fixed Link. In the verdict, some more precise conditions for the
Swedish part of the 0resund Fixed Link were ratified and, in addition to the above
