The criteria and parameters indicated above must be inscribed in a correct
appreciation of the methods of actions and the impacts of diverse systems of
management of the vegetal, natural or artificial resources, with reference to diverse
development projects that are applicable to territories considered.
The ROSELT products, in the form of instruments panel, of states of the
environment, of raw or statistically processed data, of synthesis reports, thematic
maps, pi uri-thematic maps, integrated models of sustainable development of
indicators and/or describers that must serve as support tools in decision-making for
different groups of users:
- Natural resources and space managers;
Planners at local and national levels;
- Services of technical ministries;
Researchers;
- Development projects promotors;
Rural producers, and local socio-economic actors;
- Local collectivities;
- International organizations.
According to the user, environmental problems can be analyzed at different
spatial scales that go from local and sub-national scales, to national and
international scales. Basic data being often collected on reference eco-systems of
test zones, they require to be approved and extrapolated to these different levels
within the framework of a strategy of elaboration of the environment indicators and
of development of arid zones submitted to the constraints of desertification. Within
the monitoring system, the complementarity between ground data collections and
data issued from satellite observation will be taken into account for the same token
that a sampling device will have to be established correctly on test zones, and that
extrapolation rules will have to be fixed. The representability of test zones will have
to be perfectly known in order to facilitate the generalization of results to more
extended territories. This implies:
That the whole of the territory concerned must undergo a typology in the form,
for example, of a zoning of lands cover (that can be elaborated by satellite means
and through field collections), each of the test zones becoming the spatial unit
of a stratified sampling device;
That the ensuing desertification data, describers, on each of the test zones must
be processed by statistical methods correctly experimented and validated.
