1.6 Requirements for future developments of standards

In order to ensure that the international standardisation proeess fulfils its intended
purpose some members of the user's eommunity are demanding fundamental
ehanges of the strueture and the proeedures of the standards organizations (Ghiladi
2002)
• The three big Standards Developing Organizations ISO, IEC, and ITU should
avoid overlapping work and pool resourees like administration, publishing, and
marketing.
• The development of new standards must be eompleted within a maximum of three
years in order to keep paee with industry's innovation eycle. The teehnieal experts
ofthe industry should have astronger influenee in the Working Groups, replaeing
the old fashioned rule of allowing only offieial representatives.
• The standardisation terminology eontains an overwhelming number of struetural
units, doeument types, doeument resourees, membership statuses, ete. These
terms need to be simplified and harmonized in order to enable the users to more
easily understand standardisation abbreviation.
The standardisation of geographie information is heavily influeneed by the existing struetures and proeedures of ISO. Any further work on the geographie information standards should take into eonsideration the ongoing diseussions about fundamental ehanges of ISO, IEC, and ITU. Reeently the maximum time allowed for the
development of an ISO standard has been redueed from seven to five years.
