The new value indieates that the designated resouree
should be displayed or proeessed in a new eontext.

The aetuate attribute is used to express a poliey as to
when the traversal of a link should oeeur. The auto value
indieates that the resouree is automatieally traversed.
The user value indieates that the link is traversed only on
the request ofthe user.
