The Technical Committee (TC) develops and maintains the Open GIS Specifications and is focused on both general and domain specific interface development. The
Technical Committee is composed of the Technical Committee Chair (appointed by
the Board of Directors), representatives of all member organizations of the OGC and
other individuals deemed appropriate by the Board of Directors or the Management
Committee. The right to vote within the Technical Committee is only granted to the
representatives of Strategic, Principal, and Technical Members. Only one Voting TC
Member may vote on behalf of each such Member organization at TC meetings.
The OGC Management Committee (MC) is composed mainly of Strategic and
Principal Member representatives and provides guidelines and a management structure for OGC's Technical Committee and Interoperability Program. The OGC Management Committee approves special negotiated memberships and committee participation. It has asked ISO/TC2ll, for example, to be a non-paying voting member
of the Management Committee.
5.2.2.2 Program of work
The vision of the OGC is a world in which everyone benefits from geographic information and services that are made available across any network, application, or
platform. Through the tremendous efforts of the OGC in the past, some of the visionary developments, such as web mapping, have made considerable progress. The
OGC has coined the term "interoperability" to describe the technical pre-requisites
for the realisation oftheir vision.
The program of work is structured in two categories, the Specification Program
and the Interoperability Program.
Guided by the OGC Technical Committee, the work in the Specification Program
culminates in the publication of Specifications, sometimes called OGC standards.
The Specifications again fall into two categories, the Abstract Specifications and the
Implementation Specifications. Originally, the concept of the OGC Specification
Program was aimed at building a complete suite of GIS standards. Today, this ambitious goal has been unofficially modified towards a focus on the Implementations
Specifications. The work on the Abstract Specfication has become the concem ofthe
ISO/TC211 (Geographic information / Geomatics). Some of the original OGC Abstract Specifications have become the working drafts for the ISO-standardisation.
The Interoperability Program is aseries of engineering initiatives aimed at accelerating the development and acceptance of OGC Specifications. The Interoperability
Program has evolved into the OGC's main field of activity.
The program of work of the OGC is not as clearly structured as the ISO 19100
family ofGIS-standards. This is mainly a result ofthe project-driven approach ofthe
Interoperability Program and of some Specification developments that often depend
on limited sponsorship. Therefore, while it is currently focused on web mapping, the
program of work is continuously undergoing slight changes. Two of the betterknown Implementation Specifications were transferred to the ISO standardisation
process and are known as the "Web Map Service Interfaces Implementation Specification" and the "Geography Markup Language (GML) Implementation Specification".
