which will later serve as a discussion document when it comes to choosing an action
alternative in the coastal stretch under study. Fig. 2 shows the scheme for the strategic
and operative design in the use of GIS.
In essence, the GIS provides, in the case of the Integral Management of the
Castellón Coast, a coherent storage system for the spatial information, in such a way
that its manipulation and/or updating can be done with the least effort. In addition, it
can provide cartographic models using the transformation or combination of different
variables; coincidence tables between maps; superimpose two or more layers of
information, and facilitates the graphic presentation of results because it allows the
access to different peripherals controlled by the same system. But what really makes it
the tool capable of handling projects of this nature is its capacity for simulation making
it possible to generate forecasts prior to any decision-taking.
In the case of Castellón, because the project is just under way, we are not
totally aware of the real problems that this undertaking involves. We do have a general
idea thanks to the broad literature that exists on that subject, but until we finish
collecting the information, and the integration and operation phase is initiated, we will
not truly know the capabilities of GIS in Coastal Environment Management.
