NAS (1976)* summarized the California-Florida comparison as follows:
For quite different reasons, mosquito control in California and Florida must henceforth
be much more sophisticated than it was when insecticides ruled. Both states are in
trouble. California's big problem is mosquito resistance to insecticides. The state is
taking the only rational options left to it: enforcement of laws against producing
