nal institutions) need more than the

ment. They deserve full recognition, evaluation and approval, financial support
and coordination. The National Coordinatiqnïis the
body to carry out
these operations. initiatives in the field shoiild“ come ‘froth the actors who solicit
the Coordination, from the ministeries and from the Coordination itself. In
parallel a debate should be carried out on the risks and the consequences of
decisions that must be taken in order for them to be accepted by society. The
elaboration and the evolution of a legal apparatus and a status of Biodiversity
becomes a priority. The National Coordination should have responsibility to
prepare the guidelines for the legal framework in connection with the Office
Parlementaire des Choix Scientifiques et Techniques and the Ministeries.
5. Contribution to international cooperation
Most biodiversity problems have an international dimension and impact.
international cooperation is self—evident: knowledge, management and protec—
tion should be shared by countries. In this line France has a specific ecological
situation, it should present its own proposals in terms of ecology, economy and
culture, and attract interest of foreign partners to its on—going operations both in
the country and abroad. A specific responsibility concems the overseas French
territories. lt engages the country in the North—South cooperation and dialogue
since most of the biological resources waiting for discovery are located under
the tropics. French scientists and diplomats should be more engaged in the
international programmes launched to prepare the future of biological
resources. The Ministères des Affaires Etrangères has authority to pilot this
policy and it should get support from the National Coordination to identify the
experts and the pertinent operators.
The contribution of the Coordination to the international facet of the National
Policy on Biodiversity has three objectives:
1) The Coordination should promote and assess the on—going bilateral coope—
rations in the field of biodiversity. It should stimulate the emergence of new .
projects.
2) The 1992 European instruction on Habitats and the conservation of ora
and fauna has given the guidelines for several operations concerning plants, ani—
mals,… Multiple programmes on the marine environment (North Sea, Atlantic
Ocean, Mediterranean Sea,…) are also financially supported by the European
Union. The orientation of all these projects has been basically decided by the
northern group of European countries and globally the efforts are not up to the
level of the stakes. France should press in favor of a reappraisal of the objec—
tives and of the fundings. The National Coordination is able to mobilize scien—
tists and operators to support the Ministère des Affaires Etrangères in this task.
3) The crucial world—wide problems (changes in the marine environment,
fishing pressures, desertification, deforestation and rural development, climate
changes...) are dealt with by large international pro grammes. France has a place
in these operations but, as in the case of the Global Environment Facility mana—
ged by United Nations Environmental Programme, its contribution is not reco—
gnized and prised at the level of its financial and intellectual support. The
National Coordination should provide the Ministère des Affaires Etrangères With the experts needed to coordinate, defend and develop the French
participation in international cooperation.
