Abstract
Coastal regions are parts of the territory that face many challenges. Among them, the growth of
the population and their activities, which have a significant impact on the coastal and marine
environment. The Algeries Coastal Zone (ACZ) is representative of most of the country's
sustainable development issues.
Integrated Coastal Zone Management (ICZM) is considered an appropriate approach to address
this unsustainable situation. Since 2000, the Algerian government has made significant
improvements to the environmental and coastal governance system, by strengthening the legal
and institutional framework and implementing some ICZM projects. The first ICZM project was
the Coastal Area Management Plan project (CAMP) in the Algerian area, carried out between
2001 and 2006. Many approaches have been used to improve knowledge of this territory and to
assess its level of sustainability, in particular through the use of multi-thematic indicators with
the sustainability analysis (IMAGINE).
The first objective of this research is to assess the actual level of sustainability of the Algerian
area, by applying the indicators method from the Coastal Zone Management Plan project applied
in the sustainability and prospective analysis (ADSP), updating the value of the indicators in
2017, and developing scenarios up to 2030. The results set that the area continues to show nonsustainable trends, particularly in terms of land artificialisation and resource exploitation.
One of the first objectives of this research is to assess the current level of sustainability of the
algiers coastal zone, using the method of indicators of the Coastal Zone Management Plan
applied in the analysis of sustainability and prospective (ADSP) by updating the indicators value
in 2017 and by drawing up scenarios up to 2030. In other hand, indicators related to soil
artificialisation have been added to the list of indicators. The results show that the area is still
experiencing unsustainable trends, particularly in terms of soil artificialisation and exploitation
of its resources. Many indicators have regressed since 2003: dune areas, sandy coasts,
agricultural land. Other indicators have improved in comparison with 2003, particularly the
indicators relating to the water sector.
The findings show that despite considerable efforts, Algeria still has a long way to go to fully
implement the ICZM approach. Mainly with regard to data management and sharing with
different stakeholders; strengthening the system of coordination and participation, mainly at the
local level with communities and civil society; the legal framework, although it needs to be
significantly improved, must be applied vigorously; capacity building and awareness are still
low; and finally financial resources must be provided to support the ICZM process.
