16.6.1 Reconciling Views on Resilient Housing
Proposition 1: There are divergent constructs on what a resilient housing
structure is among key stakeholders
Government institutions are generally more inclined towards building contemporary
housing structures. The provincial administration of Ba, the local government unit
that has jurisdiction over the village of Navala, encouraged the building of modern
houses in lieu of the damaged bure houses because “a modern house could resist
cyclones better than a bure” (P3). Additionally, the house design circulated by the
Rural Housing Unit after Cyclone Winston is that of a timber-framed house with
wood-panel walls and corrugated iron roof (P1).
