14.5.4 U-INSPIRE Roles in Leveraging SETI for DRR
in Indonesia
U-INSPIRE Indonesia was first initiated at the end of 2017 by a small group of
YYP coming from different backgrounds but shared the same interests on DRR.
They realize that there are few numbers of disaster-related organizations that have
been established that involve young people. However, most of the existing organizations are either based on single expertise or mostly dominated by mature scientists,
resulting in a lack of cross-generational collaboration, discussions, and engagements.
Another consideration is that there is no existing formal youth platform focusing on
DRR in Indonesia. In short, the absence of a youth platform that can provide a collaborative space for YYP using SETI to reduce disaster risk is the reason behind the
establishment of U-INSPIRE Indonesia. The idea was later conveyed to the other
stakeholders.
The idea started by young scientists who represented Indonesia at The Global
Scientific and Advisory Group (G-STAG UNDRR) who believed there is a need to
have a platform for YYP in DRR in Indonesia. They conveyed their ideas to some
young scientists, UNESCO Jakarta, The Indonesian Institute of Sciences (ICIAR
LIPI), and UNMGCY that responded to the idea positively and later agreed to
help a small group of YYP to conduct a consolidation meeting on YYP in SETI
for DRR in March 2018. The objective of this meeting was to find and initiate
a core of YYP interested in initiating activity to strengthen Indonesia’s SETI for
DRR. Attended by 31 YYP from 6 cities across Indonesia with various backgrounds
and interests, they agreed to establish a platform to accelerate YYP’s roles in DRR
through SETI, inline with the Young Scientist Roadmap of UNMGCY and G-STAG
UNDRR for the implementation of Sendai Framework for Disaster Risk Reduction.
The core team further organized several follow-up meetings facilitated by BNPB, the
Agency for Meteorology, Climatology, and Geophysics (BMKG) and The Agency
for the Assessment and Application of Technology (BPPT) on April 2018, as well as
several informal meetings through social media platforms. On May 3, 2018, ICIAR
LIPI and UNESCO followed up this initiative through a side event workshop at
the Fifth Annual Disaster Scientific Research Meeting (PIT IABI) organized by the
Indonesian Disaster Experts Association (IABI) at Andalas University, Padang, West
Sumatera. The workshop was titled Inter-generational and Interdisciplinary Dialogue
to Strengthen the Role of Youth in Science and Technology in DRR. More than 60
YYP attended the workshop and discussed the gap and opportunities for them to
play an active role in contributing to DRR. Some notable findings from the workshop were limited opportunities and platform for YYP to develop and contribute in
SETI for DRR; (2) Limited or no platform for YYP to voice their ideas and have
transdisciplinary interaction and communication.
As a follow-up action, on May 20, 2018, under UNESCO, ICIAR LIPI and BPPT’s
advocacy and guidance, the YYP in Indonesia agreed to formalize its initiative by
establishing a platform named U-INSPIRE (Youth and Young Professionals on Innovation, Science, and Technology Platform for Resiliency). U-INSPIRE is defined as
