failure of a country to translate the environment will directly affect the environmental elements themselves. That is, the state has a moral responsibility to provide
protection from transparency in dealing with climate change impacting disaster and
loss. A long series of environmental tragedies that occur and threaten the life of the
earth and humans always come in turns, as if it becomes an annual routine schedule
that can always be predicted or not for its presence and its consequences and seems
to not provide important lessons to be anticipated. Earth that will naturally be turbulent is exacerbated by the low carrying capacity/ability of humans to anticipate it
through direct destructive activities as well as through political conspiratorial efforts
in exploitative environmental policies.
Along with the things mentioned above, the disaster management described in Law
No. 24 of 2007 aims to provide protection to the public from the threat of disasters
and respect local culture. The government is responsible for its implementation by
means of disaster risk reduction and the integration of disaster risk reduction with
development programs, as well as community protection from the impact of disasters.
The integration of disaster risk reduction with development programs in disaster
management will be effective if studies have been carried out in the aspect of disaster
as a basis for consideration of regional planning and development. The knowledge
base is then used as a reference in planning strategies and disaster management
programs in each spatial planning and regional development document.
In the fact that has happened so far, the detailed spatial plan down to the building
plan and environment does not adequately examine the aspects of disaster management from detailed community knowledge, including disasters arising from global
climate change. Planning without knowledge that is studied in depth then results in
often unused planning or producing planning whose application cannot be sustainable. Planning also often does not pay attention to coastal village reviews or the
existence of the Bajo people, but a planning program is prepared that emphasizes
and focuses on urban development and is related to the development of the city, while
the growth of settlements in coastal areas is the existence of the Bajo community
which is always marginalized and unplanned in adult development planning patterns.
Conclusion
Global climate change has implications for various forms of adaptation in the livelihoods of the Bajo people as an effort to sustain their lives. This form of adaptation
can come from local knowledge and the creative power of the community itself.
Local knowledge and creativity of the Bajo people is important because it is often
associated with environmental protection and at the same time can be a sustainable
supporting factor.
The Bajo have local wisdom to preserve the coastal and marine environment in
utilizing natural resources. Because the Bajo are people who live in the sea, they
must maintain and care for the sea as a source of livelihood, and generally as an
environment. The local wisdom of the Bajo is the concept of pamali, namely the
