Regulation No. 61 of 2011 concerning the National Action Plan for Reducing Greenhouse Gas Emissions as a basic reference for the implementation of Climate Change
Adaptation and Mitigation by all regional governments in Indonesia. Therefore, it
is affirmed and also as a matter of government attention, related to Adaptation and
Mitigation to climate change regulated in the Minister of Home Affairs Regulation
Number 30 of 2010 concerning Guidelines for Management of Resources in the Sea
Region fourth part Article 18 affirming Regional Governments in preparing plans
management of resources in the sea area, must include material containing efforts
to adapt and mitigate the impact of climate change. Furthermore, it is referred to in
Article 19 that Climate Change Adaptation and Mitigation is carried out by involving
the Government, Regional Government, and/or the community. Article 20 solidifies
again with the explanation of the implementation of Climate Change Adaptation and
Mitigation as referred to in Article 18 carried out by taking into account aspects
such as social, economic, and cultural community; environmental sustainability life;
benefits and effectiveness; as well as a wide area.
The series of laws and regulations mentioned above are also inseparable from the
spirit that have been published and stated clearly in the constitution/1945 Constitution
of the Republic of Indonesia, especially in Article 28H paragraph (1) and Article 33
paragraph (4) of the 1945 Constitution regulated norms regarding the environment
in the constitution. In succession, the two Articles read as follows:
Article 28H paragraph (1): “Every person has the right to live in physical and
spiritual prosperity, to live in, and to get a good and healthy environment and the
right to receive health services.”
Article 33 paragraph (4): “The national economy is held based on economic
democracy with the principle of togetherness, efficiency with justice, sustainability,
environmental insight, independence, and by maintaining the balance of progress
and unity of the national economy.”
Based on the two Articles above, it is clear that the 1945 Constitution has also
accommodated constitutional protection for its citizens to obtain an adequate environment and guarantee the preservation of a sustainable environment for the negative effects of national economic activities. The impacts of climate change are very
directly felt by the Bajo people, including.
1. Season Pattern Shift. Changes or shifts in seasonal patterns occur. The shift in this
season’s pattern has an effect on the difficulty of fishermen predicting high waves
and wind. Forms of uncertainty or seasonal shifts in principle also cannot be used
as a benchmark because when fishermen determine when West Season and when
the east season they are very difficult to determine. Within a period of one year
according to the differences in the arrival of the West and East seasons. The season
is classified according to wind direction. Changes or shifts in this season’s pattern
according to fishermen have an impact on aspects of fishermen’s knowledge of
nature. If, in the past, they as tribes who always interacted with the sea had
knowledge about nature, now they feel that they cannot predict nature. Changes
in the knowledge of Bajo fishermen about nature, especially about seasons, affect
their fishing activities because they are very dependent on nature. At present, they
