Farmers and fishermen are a group of people who have a high vulnerability due
to climate change because their type of work is directly related to nature. Almost all
the activities of farmers and fishermen are very dependent on climate, its variability,
and changes. Although the contribution of farmers and fishermen to the occurrence
of climate change is small, they are the leading victims of the various changes that
have taken place. On the other hand, Indonesia is a region that is very vulnerable
to climate change; in the agricultural sector, climate change is felt with the shift of
seasons and changes in rainfall patterns and increases in earth’s temperature as well
as changes in global air temperature which also affect the temperature in the sea,
resulting in changes in ocean currents and also ocean waves. In several places in
Indonesia, there has been a greater tide in one to five years. Likewise, sea currents
and sea winds are felt to be erratic, which is marked by the West season which is felt
to be longer.
Whereas, the impact on coastal areas has experienced an increase in the frequency
of storms, an increase in the frequency of high waves, rob whose periods have become
unclear, and changes between the uncertain West–East season. This reduces their
production and threatens the lives of farmers and coastal communities. Therefore, it
is important to determine strategic steps in efforts to adapt and mitigate in response
to the occurrence of climate change. Breakthrough efforts are needed in socialization
for those who are very interested because they are direct victims of climate change,
namely farmers and fishermen who are the biggest component of the Indonesian
community and become the backbone of national food supply.
With this fact, farmers and fishermen must adapt. One of the factors that supports
the success of adaptation is the understanding of climate change. Knowledge of
climate change information is important to be known by the general public, especially
farmers and fishermen to anticipate extreme weather conditions so as to reduce the
risk of the impact. Deny Hidayati stated that understanding and knowledge of the
community related to climate change and environmental change is one of the factors
determining the response of the community to the effects of climate change that they
experience.
Regarding the impact of climate change, it is necessary to formulate a climate
change adaptation action program that aims to guarantee or secure the achievement of
the main targets of development and improve community resilience, both physically
and economically, socially and environmentally to impact climate change. National
development with an adaptation agenda to the impact of climate change has the
ultimate goal of creating an adaptive or climate change development system that is
currently happening. This is necessary because climate change will affect all aspects
of the development of each sector, including the Southeast Sulawesi Province.
Southeast Sulawesi Province is one of the areas with a high risk of experiencing
hydrometeorological disasters. The Southeast Sulawesi Province geographically,
hydrologically, and climatologically allows various threats or disasters to occur. Such
natural conditions pose a high disaster risk. Most of the area is in disaster-prone areas.
