wetland (Respondent 6) (p. 125). The municipality is also looking at rehabilitating
the Sundays River wetland. As has been done in the River Horse project, the municipality seeks to involve businesses (Fig. 3.17) that are situated near the wetland
(p. 123). This initiative constitutes structural and material casual mechanisms, such as
wetlands and the financial resources from businesses. To implement the Bremen partnership, eThekwini had to raise the financial resources, whereas the city of Bremen
received funding from the German Federal government (Respondent 6).
The causal mechanism diagram of Respondent 7 has a similar shape to that of
Respondent 6 (Fig. 3.40). Respondent 7 highlighted material causal mechanisms the
most, with a score of 21, followed by structural causal mechanisms, with a score of
15, and agential and ideational mechanisms, with scores of 14 and 6, respectively.
The high score of material and structural mechanisms is attributable to his role as a
CSIR senior researcher in natural resources and governance structures. He noted that
the municipality needs to communicate better on the issue of green infrastructures. It
