the interview. Respondent 2 spoke of several ideational causal mechanisms when she
told me about like Transnet’s sustainable initiatives after the catastrophic flooding of
October 2017. In this regard, she talked of ‘sustainable initiatives’ and the establishment of a ‘green approach…, [which gives] an understanding that it affords better
protection than engineering’ (Respondent 2). Her low score for structural causal
mechanisms reflects her limited knowledge of eThekwini’s policies, plans, bylaws
or standards for implementing green infrastructures.
The causal mechanism graph of Respondent 3 (Fig. 3.36) shows that she highlighted ideational causal mechanisms more frequently than the other mechanisms.
Her score for these was 36, with agential mechanisms coming in second at 30, and the
material and structural mechanisms scoring 25 and 24, respectively. The reason why
ideational mechanisms scored so high could be because she spoke at length about
the interpretation of the green and ecological infrastructure concepts (p. 89). For
