build a strategic petroleum reserve of emergency stocks that could play a particularly
important role in enhancing short-term security. Starting with 16 days of reserves,
India plans to increase it to 90 days.
The Indian government also encourages public and private companies to acquire
oil assets overseas and promotes the development of natural gas, clean coal technology, nuclear power, and renewables to diversify energy use away from oil in both
non-transport and transport uses. Several measures (Box 9) have been introduced
to promote more efficient energy use and reduce waste, including the phasing-out
of state subsidies on petroleum products higher taxes on transport fuels. Increasing
emphasis is now being given to energy efficiency, and renewable energy.
Box 9 - Main policy responses in India to rising energy insecurity [IEA.WEO (2007)]
Energy savings
1. Establishment of the Bureau of Energy
Efficiency for better coordination.
2. Improved efficiency (and consequent
reduction in loses) through renovation of
power stations and grid.
3. Introduction of mandatory appliance labelling
and energy efficiency standards for buildings.
Diversification of resources
1. Shift to renewable resources such as wind
solar and biomass in addition to existing use
of water, coal, gas and nuclear in power
generation.
2. Encouragement and promotion of biofuels and
CNG for public vehicles in several cities.
3. Solar water heating systems and solar air
heating/steam generating systems for
individual /community use;
Diversification of oil supply
sources/routes
1. New Exploration Licensing Policy (NELP)
attracting foreign companies;
Strategic oil reserves
1. Hydrocarbon Vision 2025 encourages
overseas equity investment, backed by
governmentís energy diplomacy [Planning
Commission, 1999].
2. Rapid development of ONGC Videshís assets
portfolio.
Equity oil overseas
Acquisitions
1. Setting up Strategic Petroleum Reserve with
capacity of 36 million barrels to be increased
subsequently to 110 million barrels.
