4.8 Initiatives by Government 11
National action plan on climate change has set up eight missions to fulfil India’s
commitment to UNFCCC. One of these eight missions, the national mission on
enhanced energy efficiency has spelt the following four initiatives to enhance energy
efficiency in energy-intensive industries:
(1) Perform, achieve, and trade scheme (PAT) is a regulatory instrument to reduce
specific energy consumption through a tradeable certification process for excess
energy saved. The details of initial achievements under PAT are given in
Fig. 4.17.
(2) Market transformation of energy efficiency (MTEE) for accelerating switchover
to energy-efficient appliances in designated sectors. Under MTEE, two
programs, Bachat Lamp Yojana (BLY) and Super-Efficient Equipment (SEEP),
have been developed. BLY is a public–private partnership program to accelerate
market transformation in energy-efficient lighting. Under this program, over 29
million incandescent bulbs have been replaced by CFLs. SEEP is a program
for super-efficient appliances by providing financial stimulus innovatively at
critical point/s of intervention. Under this program, ceiling fans were identified
as the first appliance to be adopted. SEEP for ceiling fans aims to leapfrog to an
efficiency level which will be about 50% more efficient than market average by
providing a time-bound incentive to fan manufacturers to manufacture superefficient (SE) fans and sell the same at a discounted price. The goal is to support
the introduction and deployment of super-efficient 35 watts ceiling fans, as
against the current average ceiling fan sold in Indian market with about 70 watts
rating. For the 12th plan, it is targeted for deployment of 2 million fans during
the plan period with an outlay of INR 100 crores. Under this program, maximum
of INR 500 per fan incentive will be given to fan manufacturers for manufacture
and sale of fans meeting SEEP specifications (CEA, National Electricity Plan
2018).
(3) Energy efficiency financing platform (EEFP) for creation of mechanisms to
assist in financing demand-side programs in all sectors by capturing future
energy savings.
(4) Framework for energy-efficient economic development (FEEED) for development of fiscal instruments to promote energy efficiency.
