Challenge 1: Greening the Danish Transportation Sector. The Danish
transportation sector—particularly, road transportation—is considerably
less green than other energy sectors. Between 1990 and 2017, Danish
total final energy consumption grew by 28%, with road transportation
(which accounts for 74% of all transport-related consumption) increasing
by 25% and international aviation (which accounts for 19% of the
total) rising by 64% (Danish Energy Agency 2018d). At the same time,
transport-associated CO 2 emissions grew by 23% (see Fig. 13.4), and in
the period between 1990 and 2017, greenhouse gas (GHG) emissions
increased by 20.6%. Not only is transportation the largest oil-consuming
sector in Denmark, but it also is the sector that uses the least electricity
among all final energy-consuming sectors (International Energy Agency
2017). As of 2017, fossil fuels (95%) dominated transportation, and the
10% target of biofuel blending by 2020, established in the 2012 Energy
Policy Agreement, will be likely missed. While “decarbonization of the
