9 Societal Dialogue on Risks and Benefits
stakeholder groups need to be identified, and their values and interests should be
clarified. One way to start a dialogue is to organize either expert workshops with
key stakeholders or citizen panels with concerned laypersons in the community. A
moderator should be chosen to help facilitate the dialogue that is acceptable for and
considered trustworthy by all of the stakeholders involved.
The EU-funded PROSO project (PROSO Consortium, 2019) investigated
how to encourage citizens and third-sector organizations such as nongovernmental organizations (NGOs) to participate in research and innovation within society.

During the project, several citizen panels were organized in multiple European
countries, and a report (PROSO Consortium, 2016) was published detailing the
planning process for the meetings, guidelines for communicating with invited
citizens, and the meeting objectives. This report can serve as a helpful resource.
