Time is money.
Benjamin Franklin
Whatever the case, vision should always incorporate one
decisive element: it must allow for implementation. . . Visions
do not make civilisations nor achieve growth and progress,
unless the visionary in question transforms his vision into a
reality within a reasonable period. . .

I have a dream.
Martin Luther King
. . .de l’argent, de l’argent, de l’argent! Ah! ils n’ont que ce
mot à la bouche, de l’argent!
Money, money, money! Ah! They only know one word, money!
Molière (l’Avare, Act III, Sc. V)
Infrastructure implementation basically means the construction of the infrastructure
and providing the service to users. While for the funding agency, it comprises the
design, construction/supervision, commissioning and start of operations, for the
Client, implementation includes the stages preceding the design stage; in fact,
starting just after the idea was conceived. This chapter describes in detail the
different steps that occur from the moment someone gets a brilliant that he or she
wants implemented. If you fail to plan, you are planning to fail, goes the saying, and
it is shown here that all parties to the project (Client, Consultant, Contractor, and
probably the funding agency) each need a project manager to monitor the progress of
the relevant parts of the project under their responsibility.
22.1 Examples of Project Implementation
22.1.1 Taj Mahal
The Taj Mahal was constructed, as a tribute to the King’s wife, over a period of
22 years, employing 20,000 workers. It was completed in 1652 for a sum equivalent
to 466 kg of gold. The people who worked on the Taj Mahal established their living
quarters just south of the mausoleum. This suburb of congested roads is known as
Taj Ganj and today comprises almost all of Agra’s budget hotels.
