Chapter 22
Infrastructure Implementation
“I’m afraid I can’t help you. Your problem is that you have
big ideas and a small purse. . .”
The first step was to break down each element into a series of
drawings. The drawings were sent to potential
subcontractors; steel manufacturers, bricklayers, window
companies, electrical contractors. All in all, more than sixty
subcontractors were involved.
Sidney Sheldon
The best executive has. . .sense enough to pick good men, and
the self-restraint enough to keep from meddling.
Theodore Roosevelt
We don’t want competent people. We want our people.
(attributed to many politicians)
We learned the theories from the west, we managed to adapt
them to Asian conditions, and we have had the strong support
of our political leaders, who generally stayed clear of
professional matters and let us do the right things without
undue interference. Singapore in the last 40 years thus
functioned as an urban laboratory in its full scientific sense.
Thai-Ker Liu
The planners decide the Feasibility of the project, and politics
decide the Implementation of the plan.
Asit K. Biswas
No matter how sound a project may be physically, no matter
how profitable it will be economically, it will come about only
if effective political leaders can champion its cause in the
right way at the right time.
G. M. Ogden
All project work is bound by limits: limits of technology, limits
of skill, limits of knowledge. But the calendar is probably the
most insistent limit of them all because it brings us back to the
bottom line.
