Chapter 14
Multi Sector/Purpose Infrastructure
Planning
Although Plan A may be selected as the most realistic. . .the
other major alternatives should not be forgotten. They may
well serve as contingency plans.
Dale McConkey
I believe in intuition and inspiration ... at times I feel certain
that I am right while not knowing the reason. ... Imagination
is more important than knowledge. For knowledge is limited,
whereas imagination embraces the entire world, stimulating
progress, giving birth to evolution. It is, strictly speaking, a

Albert Einstein
Plans are only good intentions unless they immediately

Peter Drucker
“Nothing is more creative... nor destructive... than a brilliant
mind with a purpose.”
Dan Brown (Inferno)
“Great minds have purpose, others have wishes. Little minds
are tamed and subdued by misfortunes; but great minds rise
above them.”
Washington Irving
“Intelligence minus purpose equals stupidity.”
Toba Beta (Master of Stupidity)
Infrastructure systems can have multiple goals and objectives which are in conflict or
competition with one another, most particularly when the stakeholders or customers
or users may have different preferences. Planning occurs at many levels in any social
organization with similar planning processes. It is necessary to: (1) consider goals
(2) gather and process information (3) define and assess alternative possibilities
(4) carry out several iterations which may change the goals, information required,
