mitigation measure to reduce the losses involved. The relocation of Abu Simbel and
other historic treasures in Egypt when they were threatened by the rising waters of
the Aswan High Dam is one notable example.
8.10.8 Summary
Despite the limitations to economic analysis of the environmental impacts of infrastructure projects, it is important that such impacts be included in the analyses. In
many cases the techniques described in the preceding sections can be extremely
useful in providing more accurate estimates of the value of the impacts of infrastructure development on the environment and, therefore, in generating more accurate
and balanced appraisals of the proposed projects. Where environmental assessment
with economic valuation fails completely to capture certain impacts on the environment, these impacts may at least be included qualitatively in the project analysis.
