17.2.7 Road Note 29
The officially recognized design procedure for the design of flexible pavement
throughout the 1970 and up to early 1980s is the Road Note 29. In 1973, the department of Environment of the United Kingdom published the RN29 for first time. The
procedure takes into consideration increase in traffic volume and axle loads, strength
of the subgrade material, while differentiating performance of various materials used
for road bases. In this method it is assumed that, the road base satisfies the overall
strength required for the whole pavement structure while the surfacing is just to
provide regularity and surface texture without adding any significant strength to the
pavement structure (Rogers 2003).
17.3 Methodology
17.3.1 Design of Flexible Pavement
The analysis traffic data was obtained from the research conducted by Yahya et al.
in Nigeria where an AADT of 4929 passenger car per day was obtained. The design
was based on a subgrade with a CBR value of 13%. The traffic growth and design
life were 7.5% and 20 years respectively (Yahaya et al. 2018). A subbase and base
materials with CBR value of 25% and 100% were used where applicable for all
methods. The total thickness obtained from each method using appropriate charts
and corresponding axle loads were presented in Table 17.3 as part of the selection
criteria.
17.3.2 Fuzzy PROMETHEE (F-PROMETHEE)
Brans et al. developed PROMETHEE procedure for making decision where various
alternatives exist. The procedure was based on comparing pair of the alternatives with
respect to the selected criteria. The model is among the less complicated in terms of
application and conception among many multi criteria decision making tools (Uzun
et al. 2018). The F- PROMETHEE combines both PROMETHEE and fuzzy logic.
This make its application possible in many decision-making scenarios. The method
was recommended for comparing non-numeric alternatives by Wang, et al. (2008).
Collecting satisfactory data to fully examine a problem and make appropriate decision
is sometimes difficult in actual life. But with fuzzy sets, the decision maker can be
able to examine the system in a fuzzy condition which is practical. Ozsahin et al. 2017
gives detail discussion and examples of practical application of the F-PROMETHEE
method used in this study.
