Department (BOMBA) as a source of water for fire extinguishing work when there
is fire.
26.5.4 Malaysian Meteorological Department (MMD)
Malaysian Meteorological Department (MMD) is the leading agency in meteorology, climatology and seismology in Malaysia. Therefore, ongoing efforts are carried
out by MMD to mitigate the impact of disasters due to weather, earthquakes and
tsunamis. Among the services provided by MMD are maintaining a technicallyadvanced observation station network to support monitoring of weather conditions
and seismic activities in the country. They are also responsible for issuing timely
meteorological information and forecast for civil and military aviation, marine
activities and general public.
MMD also monitors Fire Danger Rating System (FDRS) that provided early
warnings on the current climate situation of adverse weather phenomena that could
lead to peat fire occurrences during dry season. They will compile quality climatological, atmospheric composition and statistics, followed by distribution of information and findings to related agencies. In the event of peat fire occurrences, MMD also
executes reports of haze, detection of hotspots and forest fire risk information. MMD
has been tasked since 2003 to provide the FDRS information to support ASEAN in
monitoring the fire matters in the region.
26.6 National Policy to Local Implementation
Key policies are in place to integrate biodiversity conservation and ecosystem
management in planning and development process. The key policies and regulation
are listed in detail as Annexes I and II. The key policies and regulations with
elements of peatlands use and management are as follows:
• National Physical Plan (Third National Physical Plan, implementation period
2016–2020).
• National Forestry Policy 1978 (Revision 1993).
• National Agriculture Policy (Fourth National Agriculture Policy is known as
National Agrofood Policy, 2011–2020).
• National Policy on Biological Diversity 1998 (Revision NPBD for 2016–2025).
• National Action Plan for Peatlands 2011–2020.
• National Policy on Climate Change 2010.
• National Policy on the Environment 2002.
• National Wetlands Policy 2004 (under revision).
• National REDD+ Policy (under revision).
