recycled water use; managing implementation of drainage, wastewater treatment,
and recycled water-use franchise operations; managing facility O&M of drainage,
wastewater treatment, recycled water use, and wastewater treatment fee collection;
and managing drainage permits and drainage water quality monitoring.
• Managing the protection of municipal rivers, reservoirs, lakes, and dikes; monitoring water quantity and quality of rivers, lakes, reservoirs, and drinking water
areas; verifying pollution holding capacities of waters; providing opinions on and
supervising the implementation of water function zoning, total pollutant discharge
volume control, and water environmental control.
• Managing water affairs engineering and facilities; compiling proposal reports
and feasibility study reports for key water affairs construction engineering; organizing the implementation of national water affairs technology quality standards
and water affairs engineering specifications and rules; and organizing completion
examination works of water affairs engineering.
• Organizing and coordinating construction and management of municipal irrigation infrastructure and overseeing municipal water and soil conservation
projects.
• Participating in the management of water affairs capital use; cooperating with relevant departments to propose economic regulation policies and measures related
to water affairs; participating in relevant projects for municipal water pricing
management and reform.
• Organizing, coordinating, supervising, and guiding municipal flood-control and
drought-resistance projects.
• Supervising municipal water administration and water law enforcement and
coordinating departmental and county/district water disputes.
Despite several governmental restructurings, the key functions of the Beijing WAB
have not changed significantly. In 2009, the Beijing WAB was required to do the
following: (1) to consider the saving, protection, and rational allocation of municipal
urban and rural water resources, and to promote the sustainable development of water
resources; and strengthen emergency water sources management, recycled water
use, wastewater treatment, and water resource recycling; and guarantee water supply
