Strictly implementing water abstraction permits
Approval criteria for water abstraction permits shall be tightened. In regions where
total water abstraction or use volumes exceed the control indicator, the approval
of new abstraction permits will be paused. In regions approaching these indicators,
approval will be limited. Applications will not be approved for projects that fail
to comply with national industrial policy, or are listed in the eliminating group in
national industrial regulation guidance, or do not meet sectoral water-use quota, or
are self-supplying groundwater abstraction in the public water supply network which
can meet water demand and groundwater abstraction in groundwater over-exploited
regions.
Improving water resources fee collection and use
Standards for the collection of water resources fees shall be regulated. Collection
coverage should be broadened and the collection, use, and management of water
resources fees should be improved. Each province should improve fee collection,
use, and management rules; and strictly abide by defined coverage, users, standards,
and procedures to guarantee a higher collection rate. No unit should be eligible for the
reduction, deferral, or stopping of collection. The revenue from water resources fees
will mainly be used to improve water resources saving, protection, and management.
The misappropriation of revenue shall be investigated according to law.
Strictly managing and protecting groundwater
The dynamic monitoring of groundwater shall be enhanced. The dual control of total
groundwater withdrawal and water levels will be implemented. Provincial governments shall verify and announce the scope of groundwater Razes and Fez’s as early
as possible. In over-exploited areas, it is forbidden to develop new groundwater
sources for agricultural, industrial, or service sector use; measures should be applied
to gradually reduce over-exploitation to balance recharge with abstraction rates. In
principle, deep, confined deposits of groundwater can only be used as an emergency and strategic reserve. The method of approving well construction shall be
improved according to law. Self-supply wells within the coverage of an urban public
water supply pipe network shall be closed within a certain time limit. A national
groundwater use and protection plan shall be compiled, as well as a plan controlling groundwater exploitation for water-importing areas such as the East Route and
Middle Route of the South-to-North Water Transfer Project, as well as land subsidence areas and seawater intrusion areas, in order to gradually reduce the amount of
exploitation.
Strengthening integrated water resources regulation
Robes and Wads shall draft and improve water resources regulation plans, an emergency regulation plan and a regulation plan according to law, and implement integrated water resources regulation. Regional water resources regulation should be
