12.3 Key Tasks: Three Red Lines
Implementing the strictest water resources management strategy is to continuously
improve and fully implement water resources management legislations and policies,
to formulate water resources management redlines and strictly enforce. In terms of
water resources allocation, saving and protection, a water resources development
redline shall be formulated to implement total water-use volume control; a water-use
efficiency redline shall be formulated to control water waste, and a water function
zone pollutant assimilation redline shall be formulated to control pollutant into water
body.

Strengthening plan management and water resources justification
The development and use of water resources should meet the requirements of the
main function zoning of the country, be planned with river basins and regions in
mind, and fully utilize the multiple functions and comprehensive benefits of water
resources. The construction of water projects must comply with a comprehensive
river basin plan and flood-control plan, and be reviewed and signed with opinions
by the relevant WAD or RBO in accordance with the administrative authority. The
system for justifying the water resources required for relevant plans and construction
projects should be enhanced, improved, and strictly implemented. No project will
be approved and operations will be stopped if justification cannot be provided. The
preparation of socio-economic development plans and overall city plans, as well
as major construction projects, should be compatible with regional water resources
availability and flood-control requirements.
Strictly controlling river basin and regional total water abstraction and use
volumes
The water resources allocation planning for key river basins needs to be fastened. A
control indicator system covering the total volume of water abstracted within river
basins, provinces, prefectures, and counties should be developed and implemented.
Provinces need to formulate and implement annual water-use plans in accordance
with river basin resources allocation plans or total water abstraction and use control
indicators, in order to control water use. Water rights systems and water markets
should be improved. Water trade will be encouraged by applying market mechanisms
to optimally allocate water resources.
