and water and shoreline encroachment, will be monitored and stopped and the
environment cleaned.
11.2.5 Supporting
Organization and Leadership
Local governments were required to formulate a working plan and develop a river
chief system before the end of 2018.
Working Mechanism
The mechanisms of river chief meetings, information sharing, and supervision should
be developed to address the key problems associated with river and lake management and protection. In addition, progress should be reported on regularly, and the
implementation of a river chief system and the river chiefs’ performance should be
monitored. The river chief office must enhance its coordination and organization to
supervise the relevant departments to ensure responsibility; furthermore, they should
coordinate on river and lake management and protection.
Assessment and Accountability
An achievement assessment should be developed and implemented based on the
key problems in various rivers and lakes. The river chiefs above the county level
should be responsible for assessing river chiefs at the next level below. The results
of such assessments can serve as an important basis in local governmental leadership comprehensive assessments. A lifelong investigation system for determining
responsibility for ecological and environmental damage should be introduced.
Public Supervision
A river and lake management and protection information issuance platform should
be developed. The names of river chiefs should be publicized in the media. Notice
boards should be set up at riverbanks and lake shorelines with information on river
chief responsibility; briefing of river and lake, management and protection targets;
and supervision telephones. Social supervisors should be invited to supervise and
assess river and lake management and protection results.
11.2.6 Lake Chief System
The Opinions on Fully Implementing Lake Chief System required the development
of lake chief systems at the provincial, prefecture, county, and township level before
