Strengthening Water Environmental Management
The management of water environmental quality objectives must be strengthened,
and the water quality protection targets for water bodies must be determined
according to the water function zone. The safety of drinking water sources must be
effectively guaranteed by standardizing the construction of drinking water sources
and cleaning illegal buildings and sewage discharge outlets in drinking water source
protection zones. The comprehensive control of the river and lake water environment must be promoted, as well as grid control for water environmental management
and information technology development. The mechanisms for water environment
risk assessment, early warnings, forecasts, and responses must be developed and
improved. In combination with the overall urban plan, the water-amenity ecological
shoreline should be developed in accordance with local conditions, and the treatment of black and odorous water bodies should be strengthened to achieve clean
and beautiful river and lake environments, clear waters, and green shores. With an
emphasis on domestic sewage and waste treatment, comprehensive control should
be exerted in relation to the rural water environment to promote the development of
a more beautiful countryside.

The restoration and protection of rivers and lakes must be promoted and the encroachment of water source conservation spaces, such as natural rivers, lakes, and wetlands,
must be forbidden to restore natural flow connectivity, strengthen the conservation of
aquatic bioresources and improve aquatic biodiversity. The return of cultivated land
to lakes and wetlands and of aquaculture to lakes must be continually promoted; in
addition, river and lake health assessments should be conducted regularly. Systemic
management and prevention among mountains, water, forests, cultivated land, and
lakes shall be implemented. Protection of river source areas, water source conservation areas, and ecologically sensitive areas should be emphasized, with a focus
on the three-river source area (Yangtze, Yellow, and Lancang rivers) and the water
source areas of the South-to-North Water Transfer Project. The application of the
ecological protection compensation mechanism should be actively promoted. The
prevention, supervision, and comprehensive improvement of water and soil erosion
should be promoted to build an ecological and clean catchment area and protect the
ecological environment of rivers and lakes.

Therefore, a departmental joint law enforcement mechanism that links administrative
law enforcement and criminal justice should be developed. A daily supervision and

and protection supervision and law enforcement, as well as providing personnel,
