10 Recycled Water Use Management
In 2004, the Office of the State Council further required the water shortage region
to positively create conditions for recycled water use, strengthen water quality monitoring and information disclosure, and guarantee use safety. The industrial, car
washing, municipal, and environmental sectors were to be guided to use recycled
water. At the same time, the local governments were to formulate regulations to
enlarge recycled water use coverage and force some sectors to use. The water supply
network renewal in the water shortage region was to be integrated with the recycled
water use network (Office of the State Council 2004).
Furthermore, the national policy for the development of wastewater recycling
technology was detailed in the 2005 Policy Framework for Water Saving in China
(NDRC et al. 2005). The document required to
• Develop and improve urban wastewater recycled use technological system. The
urban wastewater recycled use shall try to follow the principle of “local recycle,
local use” and apply corresponding recycling and delivery technologies. The
wastewater recycled use system, which combines a urban wastewater recycled
use network, water sources from centralized treatment plant, individual building
recycled water, and residential community-recycled water, shall be developed and
coordinated with an urban water system. The wastewater recycled use technology
and plan standard shall be formulated.
• Develop centralized wastewater recycling technology. The centralized wastewater
treatment plant in water shortage city is encouraged to apply recycled technology
and its usage in agriculture, industry, eco-environment, municipal purpose, car
washing, groundwater recharge, and domestic miscellaneous use of the public
building in coverage of the recycled water use network.
• Promote recycled water use in urban residential community. The building of residential communities with certain scales in water shortage regions shall positively
adopt community-recycled technology to use water in toilet flushing, cleaning,
car washing, lawn irrigation, and eco-environment purposes.
• Promote buildings with recycled water technology. Buildings with certain scales
of water usage out of the coverage of the urban centralized wastewater recycled use
network in water shortage city shall positively adopt building recycled technology
to use water for miscellaneous purposes.
In 2006, the Ministry of Construction and the Ministry of Sciences and Technology issued the Technological Policy for Urban Wastewater Recycled Use in order
to develop a direction and principles for technological development and to guide
research, application, and engineering construction for urban wastewater recycled
use. The policy developed the general objectives and principles, which were to fully
use urban wastewater resources, reduce water pollutant loading, save water, promote
recycled use, and increase water usage efficiency. The policy established the recycled water use targets of 10–15% in 2010 and 20–25% in 2015 of urban wastewater
discharge in northern water shortage city, 5–10% in 2010 and 10–15% in 2015 of
urban wastewater discharge in southern coastal water shortage city, and increasing
use in other cities. The urban eco-environmental sector shall use recycled water with
first priority, and shall positively be used for industrial and miscellaneous municipal
