The Strategy to Promote the “Win–Win”
Development of Economy
and Environment in the Transition
Period

When we speak of eco-environment protection in general, there would be no objection
to it. When it comes to the details, however, environmental protection will stir the
vested interests of various parties and opinions vary greatly and even contradict each
other from different perspectives. Therefore, the environmental protection actually
concerns the relationship between the parts and the whole as well as between the
immediate and the long-term benefits. It is not only an issue relating to people’s
livelihood and economy, but may even develop into a major political problem.
Comrade Xi Jinping has always attached great importance to the ecological
progress. Since the 18th CPC National Congress, the CPC Central Committee with
Comrade Xi Jinping at the core has put forward a series of new ideas, viewpoints
and requirements for ecological progress from the comprehensive and strategic
perspectives and developed Xi Jinping Thought on Ecological Civilization. They
have provided targeted and precise guidance for the correct understanding of the
dialectical relationship between economic growth and environmental protection.
Under the guidance of Xi Jinping Thought on Ecological Civilization, this paper
conducts a preliminary discussion on the strategy to promote win–win development
of economy and environment based on the case study of Shandong Province that
forced the transformation and upgrading of traditional industries with environmental
standards.
