This research can be understood as being a project that has inclusive economic,
social and environmental development as a backdrop, seeking the convergence
between innovation and technology. It took into account the role of the Brazilian
Federal Government in the development of science, technology and innovation policies and systems (through a Federal Law to promote research and development). Such
was performed in junction to universities (and its foundations), as well as with organizations of the civil society and for-profit organizations as axes of the development
tripod in order to build knowledge. As a civil society organization, Eletrosul signed
a cooperation agreement with the Bioenergy Association. Such was created through
the union of local creators, and as for-profit organizations, there is the company
contracted by Eletrosul that carried out the work in Itapiranga County, as well as its
subcontractors.
Looking at categories, society and social innovations, as well as the interfaces
between society, management and other modes of innovation, this project presented
itself as a great challenge to Eletrosul. This is due to the fact that cultural, technical, political and social barriers had to be overcome. This shows how the concepts
analytics, addressing the views on social ideals and evoking essential foundations
in the understanding of the different models of organization and management of
modernity and contemporaneity, were aligned. In this sense, the following were
problematized: technological and market experiences; the social role of companies
and the state; the actions of civil society organizations; the notion of social capital;
and the types of projects in social innovation.
The project’s social innovation stands out for the possibility of farmers to obtain
a revenue from the generation of electric energy from biogas, resulting from the
fermentation process of biodigesters. For that, all properties will have gas flow meters
that will allow the accounting of the biogas volume produced in each property. Based
on this value, as well as the sum of all producers, and the fact that the gas pipeline
leads the biogas to the mini-thermoelectric plant, the participation percentage of
each producer is accounted. For that, the concepts of innovation and society were
crucial, considering a project that dealt with power relations, technologies and subjective practices, as well as corporate and social autonomy. The social and economic
impacts of the implemented innovation models fostered (through a project aligned
with the WEF nexus) innovative management, with development models aimed at
the best market practices, in addition to the diffusion of innovation (technological
and industrial), science and technology. The role of this research is remarkable, as it
fostered the development of a specific law for the production, management, use and
conversion of biogas (its characteristics, peculiarities, difficulties and demands), to
assist public managers in updating the Biogas Law. Additionally, it also assisted the
energy sector regulation in distributed generation models, which in turn can be an
engine for social, economic and environmental developments, stimulating projects
aligned with the water, energy and food nexus.
