In the Albertine land has been acquired for the oil refinery, pipelines and CPF plus
the Land Acquisition and resettlement Framework (LARF) has been concluded.
Feeder pipelines will be set up to move oil from Buliisa district to Kabaale Parish in
Hoima district where government plans to set up a holding terminal for crude oil and
an oil refinery.
50 Greenfield oil refinery is a 60,000 barrels per day project with
investments from other East African nations and other interested companies.

An Inter-Governmental agreement was signed with Tanzania to construct a,
4455 km East African Pipeline of which 288 km is in Uganda to export crude oil
from Hoima in Uganda and other inland fields to Tanga Tanzania.

The pipeline will traverse districts of Hoima, Kakumiro, Kyankwanzi, Mubende,
Gomba, Ssembabule, Lwengo and Rakai. Environmental and Social Impact Assessments together with Geotechnical and Geophysical Studies will be undertaken in
both countries.

However, there have been reports of irregular evictions of settlers. For example,
Oil in Uganda, an organization involved and on ground reporting on all activities in
the oil industry has documented some residents complaining about intrusion on
people’s lands without compensation. Residents leaving in Kasenyi village, Ngwedo
sub-county (Buliisa district) state that machines conducting studies for the CPF are
already working on people’s lands even before receiving compensation for their land
and other properties.

Pipelines in the Albertine present a potential challenge as the case is in respect to
reports from the Niger delta of Nigeria indicate that over 421 spills have occurred
due to equipment failures from Shell Petroleum Development Company (SPDC)
pipelines linking the Delta, Bayelsa and River states in Nigeria.

3.1.3 Industrial Park and Airport
An Industrial park is a tract of land developed and subdivided into plots according to
a comprehensive plan with or without built-up factories, sometimes with common
facilities for the use of a group of industries.
Land amounting 29.57 square km is under development in Hoima and Kabale to
facilitate an industrial park to host a refinery an international airport, petrochemical
