engineering designs for phase 1 of the kabale international airport were completed,
in a cabinet meeting a loan amounting to UGX 1.3 trillion for the airport was
approved and the first phase is expected by the end of the 3rd quarter of 2019.
Concurrently the Resettlement Action Plan (RAP) for the industrial area is
on-going but there are a number of challenges affecting its smooth completion
such as valuation of community land, speculators and valuation rates.
3.2 Impacts of Oil Infrastructure and Activities on Land
in the Graben
On a negative note, due to developments in the Albertine, fertile land is degraded,
consequently making the achievement of agricultural targets, food security threatened, and disruption of ecosystem functions, which in the long run reduces ecosystem performance, resilience, and stability.

Land fertility depletion is a widespread problem, with evidence of decline in
fertility cited by farmers throughout Uganda.

With oil pollution there’s reduction in land organic matter and macro nutrients
such as nitrogen and phosphorus, but more toxins, acidification and depletion of
bases.

On top of degrading the fertile land, the pollutants are associated to deadly health
hazards including cardiovascular disease, throat inflammation, chest pain and
congestion.
Heavily contaminated land remains unusable for agriculture for several years.

The need for the different infrastructure in the Albertine has created a conflict
between welfare and environmental objectives, these developments are associated
with reduced area of forest cover.
Oil and gas development harm land as a result of oil spills and waste dumping as
well as other, less well-known effects of exploration and production.
56 The Masterplan for the Industrial Park has been developed taking into considerations the expected
industries to be established in future, shared utilities and common services, management and
financing structure of the park. The Industrial Park will be managed by the Uganda National Oil
