Zambia’s NDC
78 proposes mitigation and adaptation actions that specifically prioritize soil management. In terms of mitigation, the NDC focuses on sustainable
agriculture options, such as conservation or smart agriculture that also result in
adaptation benefits.
79 The expected outcomes of this approach include reduced
GHG emissions due to reduced fertilizer use and less turning of soil, enhanced soil
carbon sequestration and improved soil productivity.
80 The same focus on sustainable agriculture is prioritized as an adaptation action, where climate smart agriculture
practices are prioritized. They include conservation agriculture, agroforestry, use of
drought tolerant varieties, water use efficiency management and fertilizer use efficiency management.
81 These adaptation actions are expected to result in
(i) increased soil fertility and conservation leading to improved crop productivity;
as well as (ii) improved agro-biodiversity conservation.

Rwanda’s NDC
83 identifies priority adaptation actions that have mitigation
co-benefits, and reports that Rwanda is vulnerable to climate change as evidenced
by experiences of seasonal shortages in food supply as a result of poor harvests
caused by droughts and flooding and soil erosion.
84 According to the NDC, in order
to adapt to this situation, Rwanda is mainstreaming agro-ecology technologies in its
current agriculture intensification programme, to ensure total adoption of sustainable
food production by 2030.
85 The NDC lists the mitigation co-benefit for this action as
the reduction of GHG emissions from land use change.
86 The agro-ecological
techniques include spatial plant stacking, agro-forestry, kitchen gardens, nutrient
recycling, and water conservation.
