For this reason, when examining how countries have treated the governance of
soil in their NDC submissions, it is important to pay attention to both their mitigation
and adaptation submissions.
5 Assessing Prioritization and Integration of Soil
Governance in Nationally Determined Contributions
Submitted by African Countries
In this section, the chapter presents a succinct review of randomly selected ten NDCs
submitted by African nations to the UNFCCC. In the review, the chapter focuses on
how the NDCs have treated soil governance, relative to climate change actions, in
context of both mitigation and adaptation. Where provided, explanations are also set
out below. The NDCs have been obtained from the Interim NDC Register operated
by the Secretariat of the UNFCCC.

5.1 Prioritization and Integration of Soil Governance
by Algeria in Its NDC
In its NDC,
57 Algeria defines its own national objectives and capabilities and sets out
national circumstances. The national objective is to achieve reduction of greenhouse
gas emissions by 7% to 22%, by 2030, compared to a business as usual (BAU)
scenario, conditional on external support in terms of finance, technology development and transfer, and capacity building. The 7% GHG reduction will be achieved
with national means.
58
The NDC stipulates that through its mitigation actions for by 2030, considering
its socio-economic development objectives, and taking into account its national
circumstances, Algeria will contribute, on an equitable basis, to the achievement
of the objective of article 2 of the UNFCCC.
59
In its national circumstances, Algeria details that it is affected by desertification
and land degradation and most of the country is arid or semi- arid.
60 More than
50 million of hectares face highly deteriorated conditions and due to this land
degradation, rural farmers and breeders have been forced into exodus to large cities,
