As shown in Fig. 21.2, the amount of certified solar power generation is incredibly high, at 75% or more in most parts of Japan. In particular, even in regions such
as Hokkaido and Tohoku that have abundant wind power resources and large
potential for wind power generation, the overall amount of certified solar power
generation is large (Ministry of the Environment, “2010 Renewable Energy Introduction Potential Survey Report”).
In order to investigate the relationship between the amount of certified renewable
energy (solar and wind power generation) and natural resource endowment (solar
radiation and wind speed) (NEDO solar radiation database 2017, NEDO local wind
velocity map 2017) in each region, the following method was used.
First, 15 regions were randomly extracted from each of Hokkaido, Aomori
prefecture, and Akita prefecture. The comparative advantage of wind resources
over solar resources in these 45 municipalities is quantified as the scaled wind
speed minus the scaled solar radiation. The correlation between this comparative
advantage of wind power resources and the certified capacity of solar and wind
power generation was analyzed. The results are as follows:
1. Overall, the certified capacity of wind power generation of 20 kW or more is less
than that of solar power generation of 10 kW or more.
2. As the comparative advantage of wind speed increases, the certified capacity of
wind power generation of 20 kW or more does not significantly increase; there is
no correlation between wind speed and the certified capacity of wind power
generation.
3. Many cities, towns, and villages have a larger certified capacity for solar power
generation than for wind power generation, even when the comparative advantage of wind speed is positive and the average annual wind speed is 6 m/s or more.
Examples include Noshiro City and Kazuno City in Akita Prefecture and
Hirauchi Town, Higashitsugaru District, Aomori Prefecture.
