19.5.1 Ministerial Meetings
Although there are no institutions similar to the European Commission among
China, Japan, and South Korea, it is still possible to exchange opinions and reach
consensus through regular ministerial dialogue. In this way, the three countries can
confirm the progress of cooperation and promote projects from the government
level.
19.5.2 Deepen Cooperation on Existing Projects
and Schemes
Cooperation can be promoted through third-country market projects. At the end of
2017, China and Japan reached a consensus in promoting cooperation projects on a
third-country market. This provides a cooperation model that both China and Japan
can use to their advantage in terms of technical equipment, capital, human resources,
and management modes. Both China and Japan can promote win–win cooperation
and jointly develop the market. More than 50 projects have been approved, accounting for 180 billion USD. In renewable energy, ITOCHU Corporation and China
CITIC Group will expand investment in German offshore wind power projects. The
cooperation model could promote tripartite cooperation among China, Japan, and
South Korea. Cooperation can also be promoted through clean development mechanism (CDM) projects, many of which have been implemented in the field of
