mining model and a national imported waste park-type management model. The area
is a designated park for dismantling waste electronic equipment in Liaoning Province. The business office, customs office, and inspection and quarantine supervision
areas are already operational. World-leading technology from Japan will be used to
build a venous labor safety and security system (Dalian City Government 2014).
The CJK circular economy model is a practical example of a GRS and promotes
the following projects:
1. Forming cycles to circulate three renewable resources within parks in the Dalian
and Tohoku areas, across Northeast Asia, and globally.
2. Focusing on development of three major industries—recycling renewable
resources, energy-saving environmental protection facilities, and manufacturing
industries—to achieve the organic combination of arterial and venous industries.
Technologies and products from Japan and South Korea will enter the Chinese
market, developing arterial and venous industries that mainly focus on high-end
intelligent plants.
3. Building a system of international open-type technological innovation, an international research and development (R & D) platform for the recycling economy
of China, Japan, and South Korea and an energy conservation environment. The
site will become a center of training and technological development for human
resources in the recycling economy in all three countries. A market and industrialization platform will be created for the advanced technology of Japan and
Korea; technology, industry, and the market will be combined.
4. Cooperating with the Northeast Asian Circular Economy Exchange Center to
establish the Low-Carbon Technology Exhibition Hall, Northeast Asian Renewable Resource Trading Center, and Northeast Asian Carbon Emissions Exchange.
Distribution, processing, and trade of renewable resources will be promoted and
offshore financial transactions developed.
5. Developing an international low-carbon intelligent community and inviting companies that provide advanced public services to Japan and South Korea to
participate in urban construction. To that end, the CJK circular economy model
base will have the following seven zones, grouped by function (Fig. 17.6).
• Industrial zone:
– Venous industrial zone (in which resource recycling industries are the main
development target)
– Arterial industrial zone (mainly related to emerging industries such as
equipment manufacturing, ocean and wind power generation, new materials, and liquefied natural gas (LNG) comprehensive use)
– Eco-recycling agricultural and fishery zone (organic farming, industrialized
aquaculture, and multifunctional gathering, with a focus on developing
fishing port services that integrate ports and towns)
