27.9 billion from the EU budget, of which approximately EUR 5.5 billion was allocated for investments in environmental protection. Funds for the implementation of
the Infrastructure and Environment Program came from two sources of financing:
from the Cohesion Fund (EUR 22.2 billion) and the European Regional Development Fund (EUR 5.7 billion) [24]. Water and wastewater investments not only allow
for faster socio-economic development, but also give the opportunity to meet the
requirements of the EU directives that are important for human life and health. The
development of water and sewerage infrastructure directly and indirectly contributed
to fulfilling the requirements arising from the following EU environmental directives:
• Directive 1976/464/EEC of May 4, 1976 regarding pollution caused by certain
hazardous substances discharged to the aquatic environment,
• Directive 91/271/EEC of May 21, 1991 regarding the treatment of household
sewage,
• Directive 2000/60/EU of October 23, 2000 which established a framework for
Community’s actions in the scope of common water policy.
The provisions of the Accession Treaty obliged Poland to reduce biodegradable
pollution loads by 2015. The program instrument aimed at coordinating activities
and monitoring in the field of construction, extension and modernization of sewage
systems and municipal sewage treatment plants is the National Program for Municipal Sewage Treatment [24]. In addition to the national ecological funds and own
resources, the financial instrument that allows the implementation of the KPO ´
SK are
European Union aid funds [33].
At the end of 2015, there expired the eligibility period for expenditure in projects
co-financed by the European Union, among others, under the Operational Program
Infrastructure and Environment (POIS) in the financing perspective 2007–2013.
Despite enormous financial outlays allocated for this purpose in the 2007–2013
