16 The State of Water and Sewage …

Poland’s functioning in the Union (2007) and 11 years after Poland’s accession to
the European Union (2015).
16.2 Materials and Methods
The study was based on statistical information, Poland’s legal provisions and reports
on the implementation of national programs available on ministerial websites.
The elaboration uses data collected in the Local Data Bank of the Central Statistical Office [22] and in the annuals “Environmental Protection”, which cover the
period 1999–2015 [23]. The study also used the information contained in the Report
on the implementation of the National Program for Municipal Sewage Treatment
(KPOSK) [24].
Data on water and wastewater management have been presented in general for
Poland and in regional terms, taking into account the division of the country into
administrative units (voivodships). To characterize Poland’s water resources and the
way they were used, there were utilized the data regarding the volume of water intake,
the length of the water supply and sewage networks, the number of sewage treatment
plants and the amount of financial outlays allocated for water management.
The selected data has been processed the way, which allowed the use of the
indicator method. The volume of water resources and water intake was normalized
to the population of Poland, which allows comparison of obtained results with other
countries.
The network density index was calculated according to the formula:
W g = L/P
W g —network density index
L—the length of water or sewerage network (km)
P—voivodship area (100 km
2 )
The applied density indices of the water supply and sewage network express the
length of the network per 100 km
2 of surface. The degree of equipment of a given
area with municipal infrastructure was determined by the ratio of the length of water
supply network referenced to a 1 km of sewerage network.
The index has been calculated on the base of the formula:
W d = L w /L k
W d —network equipment index
L w —water network length (km)
L k —sewerage network length (km)
The high value of the index indicates a low level of investment in sewerage network
[25]. The results obtained for 3 indicators were presented in the form of cartograms
