12.6 Recommendations
This publication aim is to help realize how important it is to have knowledge about
the formation of sediments in the drainage basin and its transport across rivers.
This hydrotechnical infrastructure has the strongest impact on the lack of continuity in sediment transport. Therefore, special attention should be paid to constant
monitoring of the sediment circulation within the drainage basin area or along the
riverbed. There is no guidelines for sediment management in the strategic documents
of the institutions responsible for updating the RBMPs in Poland. A methodology to
eliminate problems with excessive sedimentation in rivers and reservoirs has not yet
been developed. The lack of a government sediment management policy generates
huge costs each year related to the maintenance of hydrotechnical infrastructure.
There are no guidelines as to which devices should be installed on reservoirs and
the course of rivers in order to maintain the continuity of sediment transport for the
water law permits under development. There is no national monitoring of reservoirs
silting. Most frequently we learn about problems related to excessive sedimentation
from open market ads for dredging works on reservoirs and river sections. Most often
job advertisements involve reconstruction of the capacity of hydro-energy and recreational reservoirs. Available sources show that on average every 20 years dredging
works were carried out on reservoirs, and every 8 years were carried out on navigable
canals and rivers.
No data on sediment transport is currently being collected. Only until 1990,
constant monitoring of suspended sediment transport was carried out by the Research
Institute of Meteorology and Water Management (IMGW). The monitoring network
was connected with the stations of the basic hydrological observation network.
New investments are being undertaken and planned for the coming years for which
no specific requirements are indicated as to the continuity of sediment movement.
For example for the Malczyce dam on the Oder river sediment replenishing below
the dam was initially planned. Ultimately, this task was not started and development
work on it ceased.
In our opinion, understanding the role of sediment and its proper management is
necessary to achieve the environmental objectives of the Water Framework Directive,
especially for water reservoirs to achieve a minimal good condition.
