impact on the state of surface and ground waters, setting environmental objectives
for surface water bodies and protected areas. Their also includes summary results of
economic analysis related to the use of water and activities included in the country’s
water-environment program, a list of other detailed programs and management plans
for the basin district, concerning the catchment area, economic sectors, problems
or types of waters, including the content of these programs and plans. Each RBMP
store information on methods and procedures for obtaining information and source
documentation used to draw up the plan and information on expected results of the
plan [97].
The records of the WFD require the development of RBMP in the river basin
areas existing in a given country. Accurate identification of problems allows the
application of appropriate action programs, implementation of which will be of
key importance for achieving or maintaining at least a good condition of waters
and ecosystems dependent on water. Important water management problems are the
most important factors that hinder the achievement of environmental goals. When
identifying important problems, the voice of the public is extremely important. This
document, in accordance with the WFD assumptions and the Water Law Act [96],
is subject to six-month public consultations for two years before the publication of
subsequent (updated) RBMP.
In the first (2004–2009) and the second (2010–2015) planning cycle, the President
of the National Water Management Board developed ten plans. Respectively for river
basin districts: Oder, Vistula, Dniester, Danube, Jarft, Elbe, Niemen, Pregla, Swieza,
Ücker. At present, Poland is in the third planning cycle (2016–2021) for which
the President of the National Water Management “Polish Waters,” is required to
develop 9 plans—without the river basin Jarft and Ücker; with the Banowka River
basin area. These documents make it possible to rationally manage water resources
and to indicate actions aimed at keeping them unchanged for future generations. In
2016, the Council of Ministers adopted RBMP updates in the form of regulations,
which contain provisions relating to, i.e. the two largest river basins in the country:
Vistula [98] and Oder [99]. RBMP contains a detailed list of investments affecting
the state of water, including activities directly or indirectly affecting the management
of sediments in the catchment area. In addition to measures improving the quality
of the aquatic environment, the planned investments also meet social or economic
objectives. The most numerous group in the RBMP for the years 2010–2015 are
flood protection projects that meet the requirements of art. 66 of the Water Law Act
[96], i.e., “it is acceptable not to achieve (…) the failure to prevent deterioration
of ecological status (…) as a result of new human activities consistent with the
principle of sustainable development and necessary for the development of society”.
The types of investments, which due to their nature, are related to the direct impact
on the dynamics of river sediment transport (Table 12.2), include:
• construction of dam reservoirs or damming constructions—activities that could
adversely affect the SWB status,
• construction of a dry reservoir—neutral operation from the point of view of its
impact on the SWB status.
