– adjustment of water system control algorithms to changing climate conditions and
extreme weather events,
– development of regional (local) systems of monitoring climate for the need of
water system management,
– possible development of wireless telecommunication systems,
– application of remote-sensing methods and GIS in water management systems
control.
All considered activities towards the refinement of contemporary systems need
to be coupled with other activities undertaken for counteracting adverse effects of
climate change in agriculture. As a joint result, the possibilities of adaptation of
hydrologic systems will be substantial and their vulnerability to extreme events would
become minor.
At present and in the near future, there seem to be several emerging challenges
in the area of irrigation and drainage for the polish government. They also face
self-governments, local councils, local administration of amelioration and water
management, farmers’ associations and farmers themselves in the following order:
– restrain from decapitalization of irrigation/drainage systems,
– improvement and upgrade of irrigation/drainage networks,
– creation of desired economic conditions in agriculture for investment, upkeep and
better performance of irrigation/drainage devices,
– implementation of modern energy- and water-efficient approach and techniques
of irrigation,
– improvement in the efficiency of irrigation,
– optimization of water distribution and water management in irrigation/drainage
systems,
– implementation of different actions to increase current quality and availability of
local water resources.
– management and adequate utilization of the so called “basic land reclamation
facilities” like reservoirs and canals maintained by the state,
– organising courses for farmers to make public the upgraded irrigation systems
and water-saving technologies,
– establishment of legal, financial and institutional basis for regional water supply
systems for irrigation,
– stimulating farmers’ participation in the planning of irrigation/drainage development and water resources management, emphasising the protection of waterdependent ecosystems and improvement of ecological status of surface waters,
5.4.6 The INOMEL Project
The above problems and constraints were identified in the framework of the project
“Technological innovation and system of monitoring, forecasting and operational
planning of drainage and irrigation for precise water management on the scale
